That shouldn't have anything to do with it. Recall that Luffy on the Amazon island didn't knock *everybody* out when he used it, only most, even though arguably he was stronger than all of them, with the possible exception of Boa Hancock herself. It seems more likely that one needs a certain *threshold* of willpower to avoid getting knocked out, and a higher threshold to avoid getting intimidated/chilled by it. Bluejam not getting knocked out doesn't necessarily mean he's weaker than Ace (if Ace did it), it just means he is strong enough to meet the threshold.

I don't know about this. If Ace could use Conqueror's Haki it should have been shown before at some point.

I have some other possible theories.
1) Luffy did it. We know he can, for starters.
2) Dragon? Maybe he can? He was seen in the area.
3) That pirate who taught the 3 boys and who sailed off several episodes ago... perhaps he came back?

Rewatching the scene, it does seem like Ace was the... angriest at the time, most likely to have activated it, but it still doesn't seem entirely certain.

Earlier when he saw Luffy use conqueror's haki he did say "He uses it too?" I thought he was talking about Whitebeard at the time since it would be possible but I guess he meant himself

no that wasn't the first time luffy used conqueror's haki, he fist used it during amazon lily in the fight against boa's sisters, the one in marineford was probably the 2nd time

He didn't say the first time Luffy used it, just Ace. Also he used it in Impel Down too. He also used the beta version of it before to frighten off some animals if that counts.
